Position: Monitoring, Evaluation, Accountability & Learning Coordinator

Location: Taiz 

Contract Length: 6 months 

The Opportunity:

ROLE PURPOSE: 

The Monitoring, Evaluation, Accountability & Learning (MEAL) coordinator will work as an area-level Coordinator in MEAL. They are expected to lead MEAL system implementation including monitoring, accountability initiatives, support evaluations, compile lessons learnt, MEAL budgeting and recruitment. The post holder will be expected to mentor and/or capacity building existing country programme staff. Ensure a strong, inclusive, child-friendly, accessible accountability system.

KEY AREAS OF ACCOUNTABILITY:

Developing/strengthening Monitoring, Evaluation, Accountability & Learning (MEAL) system: 

  • Ensure that all AO awards has MEAL plans and are regularly updated
  • Support program managers and compile the updates of the IPTT, OT , CRM and Program database at area level
  • Support coordination of needs assessments, ensuring assessment findings are documented and include an analysis of children’s needs. Lead development of SC programme baseline surveys where required.
  • Ensure that area operations and project staff understand the various steps and tools for the MEAL system and that this is used consistently across projects / areas 
  • Set up simple systems to manage information generated by MEAL activities, such as complaints databases. 
  • Engage in the process of developing database or information management systems with the HO IM Coordinator and programme team 

Monitoring and Accountability: 

  • Conduct simple data analysis and present and disseminate information to inform programme management.
  • Lead in maintaining, updating and cleaning key MEAL databases. Ensure data quality across sector database handled by MEAL and support sector unit on DQA 
  • Lead in consolidating sector’s outputs (IPTT) from different grants for the output tracker/total reach, MEAL update 
  • Provide support to the project management in developing reports (through data collected and analysed) and facilitating timely implementation of project interventions  
  • Work alongside the Accountability team to set up solid feedback and participation mechanisms at community level ensuring transparent and accountable programming 
  • Collaborate with Accountability and Programme team, to conduct focus group discussions, post distribution monitoring, child participatory activities to gather affected community’s satisfaction
  • In collaboration with SG/PSEA focal point and programme team, implement activities to raise awareness of prevention of sexual exploitation and abuse and handling of serious complaints in line with child safeguarding policy.
  • Liaise with programme teams to develop information sharing and community engagement strategies, to ensure stronger accountability to beneficiary communities 

Proposal Development and Project/Country Reporting

  • With support of the HoM, provide inputs to the new proposals
  • Provide AO level inputs on project reports based on MEAL data collected and analyzed on a timely basis
  • Ensure that Monthly, Quarterly and Annual field level reports include accurate key data summaries and brief narrative descriptors of previous period’s achievements/challenges and future period’s planned activities in relevant areas as well as assigned project specific information 
  • Provide AO inputs on Country related reporting
  • Support other reporting processes as required. 

Quality Benchmarks: 

  • In coordination with program team and Technical Specialist/Advisor, conduct quality monitoring of programme activities, measured against international standards and using participatory methodologies (including child-friendly methodologies) and the quality benchmarks 
  • Conduct debriefing based on findings of QBs and agree on actions points
  • With support from Area Management, follow up on QB action points

Staff management and Capacity Building

  • Identify MEAL staffing needs for emergency programmes, and support rapid recruitment, induction, performance management and training.
  • Contribute at the field level towards the creation of an organisational culture that promotes MEAL and understands its link to quality and accountable programming 
  • Support on program staff capacity to identify and measure key monitoring indicators and technical skills on data collection, analysis 

MEAL Budgeting and Utilization

  • With support from the HoM and/or other senior programme staff, identify MEAL supply needs and coordinate with the logistics team to ensure materials arrive in good time
  • Input on MEAL budget costing relevant to AO in project proposal
  • Forecast MEAL budget to ensure utilization of budget at the end of the awards
  • Coordinate with budget holders in the utilization of MEAL budget

MEAL and Partnership

  • Coordinate with programme staff, in monitoring partners’ activities based on project logframe and/or deliverables
  • Set up logframes or monitoring templates for partners to use and share in a monthly basis
  • Coordinate AO MEAL staff visits on partner’s activities to conduct joint monitoring with partner MEAL or relevant staff
  • Support on partner staff capacity to identify and measure key monitoring indicators and technical skills on data collection, analysis 

Coordination

  • Coordinate and communicate with programme staff regarding current database and information systems to ensure timely consolidation for reporting
  • Coordinate and communite with programme staff on MEAL activities
  • Maintain liaison with HO MEAL, TAs/Specialist

QUALIFICATIONS:

Required:

  • A Bachelors degree in development or other social sciences.
  • Arabic speaker (with very good knowledge of the local dialect) and excellent knowledge at English
  • 2-3 years of relevant experience
  • Significant years of experience of working internationally in humanitarian programmes
  • Bachelor degree/social since is preferable
  • Significant experience of undertaking a MEAL related role in an humanitarian context
  • Previous experience of managing a team and managing projects
  • Experience of, and commitment to working through systems of community participation and accountability
  • Demonstrated strong monitoring and evaluation skills, including planning/participating in evaluations
  • Experience of training and capacity building
  • Knowledge of institutional donors and experience of developing proposals
  • Ability to write clear and well-argued assessment and project reports
  • Excellent communication and influencing skills
  • Politically and culturally sensitive with qualities of patience, tact and diplomacy
  • A high level of written and spoken English
  • The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances.
  • Commitment to the aims and principles of SC. In particular, a good understanding of the SC mandate and child focus and an ability to ensure this continues to underpin our support
  • Experience in conflict affected community/ fragile states
  • Excellent Computer literacy of using MS Office, Word and Excel a plus, Power BI.
  • Awareness of international accountability standards including HAP (Humanitarian Accountability Partnership) and a demonstrated commitment to promoting these standards in ways of working and project implementation.
