JOB TITLE: Partnership Officer (Government Liaison)
TYPE OF CONTRACT: Fixed Term (NOA)

DUTY STATION (City, Country): Yemen Country Office, Sana'a
DURATION: 12 Months
REPORTING TO: Head of Targeting and Digital Solutions.
BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
Yemen remains one of the largest humanitarian crises in the world, with around 17.4 million people (IPC Phase 3 and above) in need of assistance as per the 2022 IPC result. Conflict and economic crisis remain the main drivers of acute food insecurity and malnutrition, further exacerbated by the instability of humanitarian assistance. The United Nations World Food Program and the Supreme Council for the Management and Coordination of Humanitarian Affairs and International Cooperation (SCMCHA) signed an agreement and Annexes related to the targeting, registration, and assistance transfer management for the most vulnerable households in need for the Areas under Sana'a-based authorities. The agreement provides a framework for collaboration between the two parties to achieve efficient and effective food assistance programmes through appropriate beneficiary selection and biometric registration to minimize inclusion and exclusion errors in the beneficiary lists and ensure the neediest are supported through regular monthly food assistance to prevent famine.
The incumbent will apply their knowledge, skills, business analysis tools, and techniques to ensure that country-level beneficiary targeting, and identity/transfers management implementation needs, and expectations are met, and strategic planning requirements are fulfilled, and relevant business input is provided. This involves initiating, leading, and monitoring a portfolio at Area Office level implementation projects to implement the new processes and tools in the prioritized governates and districts.
KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority):
1. Implement the work plan for an assigned area to enable WFP to identify, develop and strengthen quality partnerships in support of WFP strategic objectives.
2. Proactively contribute to a partnerships portfolio, including partner profiling and outreach activities, with the aim to maximize resources and leverage policy and technical support for WFP’s work; Support partner visibility and ensure partner conditions are met.
3. Use data to present managers with well-researched ideas to expand support from existing partners and to scope new partners, guided by programmatic assessment and contextspecific analysis with the aim to enhance the impact of WFP’s work and diversify the resource base.
4. Solicit inputs, including operational updates, from other WFP entities to inform partner audiences on WFP’s programmatic offering; Draft quality briefs and proactively highlight strategic issues to senior staff to inform best course of action and nurture partnership growth.
5. Gather and present internal and external data/information, using key information systems (e.g. Salesforce, WINGS, WFPGo), to support WFP’s effective positioning vis-à-vis national governments, regional and international institutions with the aim to influence the policy agenda.
6. In the context of the UN system and multilateral fora, support the development of partnerships and joint events with member states, civil society and intergovernmental organizations to advocate for the SDGs and Zero Hunger on the global agenda and advance WFP priorities and objectives.
7. Contribute to partnerships strategies, including the development of Partnership Action Plans; Draw up quality partner proposals and reports by engaging with other WFP entities and external stakeholders.
8. Support senior managers in the preparation of strategic agreements, joint strategies and MOUs in order to promote the SDGs and Zero Hunger on the national, regional and global agenda and to reach advantageous outcomes for WFP.
9. Contribute to preparedness actions, providing technical recommendations and guidance, and monitor defined risks.

Additional Responsibilities:
- Coordinate and follow-up the implementation of the targeting and registration activities in North Yemen.
- Act as a focal point at the central coordination comity for matters relevant to targeting and registration.
- Provide technical support and assist in the preparation and implementation of T&R various activities and processes within T&R unit supporting alignment with wider programme policies and guidelines.
- Perform adequate coordination with T&R prospective stakeholders (authorities, cooperating partners, T&R team) towards smooth implementation of targeting activities.
- Identify and/or update area of control prior to the targeting and registration implementation scale-up in new areas.
- Ensure access is facilitated, via problem solving towards issues that may/can result in hindering project activities, and/or where needed to start T&R activities.
- Conduct necessary access assessment to ensure targeting and registration activities are implemented smoothly and in a timely manner.
- Liaise with internal counterparts to support effective collaboration, implementation, and monitoring of ongoing project activities.
- Coordinate and communicate with local partners, agencies, NGOs and government institutions to perform accurate beneficiary selection and registration and to ensure efficient delivery of food assistance.
- Support the capacity building of WFP staff, cooperating partners and national government within the specific technical area
- Guide and supervise more junior staff, acting as a point of referral and supporting them with analysis and queries
QUALIFICATIONS AND EXPERIENCE
Education & Experience: Advanced University degree in Political Science, International Development, Development Economics, International Relations, Law, Marketing, Communications or other relevant field, or First University degree with additional years of related work experience and/or trainings/courses.
Experience:
- One year or more of relevant experience for advanced university degree holders.
- Three years or more of relevant work experience for first university degree holders.
Language: Fluency (level C) in English & Arabic languages.
Desired experiences for entry into the role:
- Has a basic understanding of government strategies.
- Has developed effective relationships with partners and explored new areas to scaleup existing activities and researched new opportunities.
- Has developed powerful narratives by using data analysis visualization to enable action-oriented discussions with partners.
- Has prepared briefs to raise resources for operations and collaborated for timely registration, maintenance and update of contributions and forecasts.
- Has provided advanced technical support and identified opportunities for service delivery excellence to strengthen partnerships.
- Has motivated team spirit and contributed to a gender-balanced, inclusive and sound working environment.
- Minimum one or more years of relevant professional work experience in partnership roles.
