Background

Summary of the project:
The Life-saving shelter Assistance to the conflict-affected communities in Marib City district, Marib Governorate and Khab Wa Ash Sha'f district under Al-Jwaf governorate project Funded by the Yemen Humanitarian Fund (YHF) will provide life-saving shelter assistance to communities affected by conflict in Marib City district, Marib Governorate, and Khab Wa Ash Sha'f district in Al-Jwaf governorate. The project responds to the urgent needs of vulnerable communities exacerbated by recent floods and storms, which have resulted in widespread displacement, food insecurity, and increased protection risks. Improve living standards and resilience through the provision of shelter, NFIs (Non-Food Items), and access to safe water and sanitation facilities. Prevent and mitigate protection risks, particularly for women, girls, boys, and men, through the implementation of effective protection measures and community engagement.
Duties and Responsibilities:
The Technical Site Supervisor will support in the implementation of life-saving shelter assistance projects in targeted internally displaced persons (IDP) sites within Marib/Al-Jawaf governorates. She/He will ensuring that shelter interventions are executed effectively, safely, and in accordance with project guidelines and standards. Support the project staff on the coordination, mobilization and sensitization with beneficiaries and field in the targeted IDPs. Under the direct supervision of the Shelter Officer and Project Manager, The Technical site Supervisors will undertake the following tasks:
- Supervise the construction and rehabilitation of shelters to ensure adherence to technical specifications and safety standards.
- Conduct regular site inspections to monitor work progress, quality, and compliance with project timelines. Collaborate with contractors and laborers, providing guidance and support as needed.
- Review and approve technical designs and plans for shelter construction. Ensure that all materials used meet the required quality standards. Diagnose and resolve technical issues that arise during project implementation.
- Prevent any execution by the contractor or his crew of any actions contrary to the technical specifications under any justification and stop them after informing the consultant of the project and informing it of all details and bears full responsibility for any infraction carried out on the site and its legal consequences.
- Ensure that all field requirements and equipment necessary to implement the project items are processed under the supervision of the project consultant and under full responsibility.
- Ensure the execution of the project in accordance with the time period specified in the contractor's contract, prevent any deviations in the cost, period or quality of the execution of the works and ensure compliance with technical specifications, professional standards and at the cost specified under the supervision and full responsibility of the project manager & shelter officer.
- Control the implementation of various project business items on the site in accordance with the designs, engineering schemes, quantity schedules and technical specifications through continuous on-site supervision and in accordance with the instructions of the project manager the terms of reference approved by the HDP.
- Supervision and follow-up of the project's contracted work and assurance of the quality of materials, the level of manufacture, the pace of completion, inspection and conformity of supplies and prepare Examination and Matching Minutes
- Preparation of weekly / bimonthly/monthly/final comprehensive completion reports , and any required report by line managers with photographs and all delivery and receipt records and final closure of the project with all concerned according to the HDP forms.
- Working to solve technical problems first and working collaboratively with team members.
- Act as the primary point of contact between the project team and local communities, ensuring clear communication regarding project activities.
- Liaise with local authorities, community leaders, and other stakeholders to facilitate project implementation and address community concerns.
- Conduct assessments to identify families in need of emergency shelter and prioritize assistance accordingly. Supervise the distribution of emergency shelters (tents) to IDP families, ensuring adherence to distribution guidelines and community needs.
- Conduct assessments to identify families in need of shelter maintenance and raise needs & BOQs of each selected shelter to be maintained.
- Ensure that transitional shelters are constructed in accordance with established standards and community preferences. Manage the provision of transitional shelter solutions that meet the needs of displaced persons.
- Promote best practices in shelter design, construction, and maintenance within the community. Provide training to local workers and community members involved in shelter construction and maintenance and assess the specific protection needs of vulnerable populations and adjust shelter solutions accordingly.
- Coordinate with logistics teams to manage inventory and distribution schedules and oversee the distribution of NFIs to affected communities, ensuring that items are delivered efficiently and equitably.
- Maintain accurate records of project progress, including documentation of site activities, materials used, and any challenges encountered. Prepare regular progress reports for the Project Manager, highlighting achievements, challenges, and recommendations for improvement.
- Working closely with MEAL &Reporting officer, implements M&E systems in project sites s/he is responsible for and ensures that the agreed tools are used properly. Address gender, protection, and gender-based violence (GBV) concerns throughout all project activities.
- Perform any other related tasks as required, as assigned by the line manager.

Education and Experience
- Bachelor’s degree in civil engineering, Architecture, Construction Management, or a related field.
- Minimum of 3 years of experience in site supervision or construction management, preferably in humanitarian or development projects.
- Computer skills in both Arabic and English Languages.
- Strong understanding of shelter design and construction.
- Excellent written and oral communication skills in both English and Arabic.
- Knowledge of multi-sectoral humanitarian response, including Protection, WASH, Shelter, and emergency distribution is of benefit.
Proficient in relevant software (e.g., AutoCAD, MS Project).
