Position: FSL Officer

Location: Taiz

Grade: 4b

Contract Length: till December (with possibility to renewal)

The Opportunity:

The Food Security & Livelihoods (FSL) Project Officer will implement activities in an effort to address food insecurity and poor nutrition levels in the governorate. S/he will oversee program activities in the targeted areas, register families according to vulnerability criteria, will oversee the execution of cash distribution activities, S/he will monitor cash distributions as well as support with reconciliation processing, as necessary.  In addition, the Project Officer will represent SCI during community meetings and will ensure that strong M&E systems are in place and results are integrated throughout the project.

KEY AREAS OF ACCOUNTABILITY:

Community Mobilization

  • Sensitize local authorities and communities to the project’s objectives, activities, and selection criteria. 
  • Review and develop beneficiary selection criteria with government, local authorities, and community members to identify project beneficiaries according to SCI’s and food insecure vulnerability and target criteria. 
  • Organize and run community meetings and workshops in a participatory and inclusive manner, to ensure that project activities are developed in consultation with communities. Conduct trainings as necessary. 
  • Take into account the structures of local government and communities and ensure all project activities have considered the needs of children, women, vulnerable groups, and the environment. 
  • Be in regular contact with communities, to link them to SCI and ensure transparency and information sharing. 
  • Lead in conflict resolution of disputes between communities and members related to SCI project activities. 

Activity Implementation

  • To ensure that the planned cash distributions are conducted timely and beneficiaries receive their cash without hindrances. Support beneficiaries to receive their cash according to agreed timelines and processes. 
  • Ensure local authorities and communities have been sensitized to the project’s objectives, activities, and selection criteria and that these processes have been adhered to during project selection. 
  • Develop project implementation plan with communities, supervise, guide and advise them in the selection of beneficiaries and community projects based on set criteria that are agreed by all stakeholders.
  • Carryout initial site assessments and feasibility feedback on project options to assist in prioritization processes. 
  • Verify that project activities are developed in consultation with communities and ensure all project activities have considered the needs of children, women, vulnerable groups, and the environment. 

Coordination

  • Coordinate with other project officers to ensure that activities are carried out in line with community needs.
  • Coordinate with the relevant government ministries to ensure compliance and good relations. 
  • Support the integration and communication with other sectors: WASH, IYCF, Health & Nutrition activities. 
  • Participate in Field Office meetings with management and other departments, as required. 

Monitoring and Evaluation

  • Work with the FSL Database Assistant to ensure a project progress database is complete and regularly updated. 
  • Assist the M&E team in creating appropriate monitoring tools for project impact, quality, Post Distribution Monitoring, and measurement of IPTT indicator tracking. Focus on quality control checks for each project type.
  • Conduct regular feedback sessions with the M&E Officer and Accountability Assistants to ensure that all findings are addressed and adjustments made to the project throughout implementation. 
  • Carry out regular implementation monitoring and submit relevant reports to the Programme Manager.

Reporting

  • Compile and write weekly and monthly progress reports (narrative and data) in English.

Qualifications and Experience:  

  • University degree in social science, economics, agriculture, geography or other discipline relevant to Food security and livelihoods.
  • Two years of experience working with International NGOs.
  • One year experience working in Food Security and Livelihoods activities (ex. food/commodity vouchers, food/NFI/cash distributions, vocational skills training, agricultural/livestock projects, etc.). 
  • Strong ability to verbally communicate complex ideas to rural populations (in Arabic).
  • Ability to diplomatically and sensitively resolve conflicts within and between communities/stakeholders. 
  • Knowledge of the areas of intervention (Taiz) and ability to relate with stakeholders. 
  • Experience using participatory approaches in community engagement (mapping, prioritizing, evaluating, etc).
  • Ability and willingness to travel extensively to the field, under sometimes difficult and insecure circumstances. 
  • Ability to organize time, manage multiple tasks, and analyse information from many sources. 
  • Attention to detail and compliance with selection criteria and financial processes. 
  • Experience supervising others and managing their performance.
  • Experience writing and compiling narrative and analytical reports in English. 
  • Communication skills to operate with a multinational and multilingual team
  • Computer skills to create and input into Word and Excel documents.
  • Fluency in English (speaking, writing, reading, and typing) is essential.   
  • Knowledge of the areas of intervention (Taiz) and ability to relate with stakeholders.
